Because the African boroughs of colonial cities were growing rapidly and were also regarded as a potential breeding ground of diseases and epidemics that could harm the white population, colonial policy started paying attention to the accommodation of Africans from the Interbellum period onwards. The policy focused on discipline, cost efficiency and hygiene, which is why it often produced a Spartan architecture of sheds with brick walls and roofs made of sheets of corrugated iron, without any modern conveniences.
